Another police officer stopped the car in the 100 block of East Clinton Street shortly thereafter.
Police identified the driver of the vehicle as Elias Rogers, arrested him for driving while intoxicated, and determined that he had about 15 grams of methamphetamine in his possession, "packaged in a manner consistent with intent to sell."
Rogers was arraigned in Ithaca City Court on Thursday afternoon on charges of criminal possession of a controlled substance in the third degree, a class B felony; driving while intoxicated and driving with a blood alcohol content greater than or equal to .08%, both misdemeanors; and unlawful possession of marijuana, a violation. He was remanded to Tompkins County Jail in lieu of $2,500 cash bail or $5,000 bond.
